What is the best software and/or freeware to combine several video clips into 1 file?

I am downloaded video clips that form one movie. I was wondering what is the best software or freeware to combine those clips back to one video file. The video formats of the clips I am looking to combine are usually VLC but can be other formats.

I guess you can use windows movie maker, it comes free with your computer, no installation required.

Open windows movie maker
import all the clips into the windows movie maker library
drag and drop all the files in the correct order, onto the timeline below
press play and they will all play one after another.

you can watch it as is, or file, then publish movie so it will save onto your computer.

Not the best way, but it is one way.
